§ 33.01 ORGANIZATION OF COUNCIL.
(A) Meetings of the City Council.
(1) The regular meeting nights of the City Council of the City of Madelia are hereby established to be held on the second Monday and the fourth Monday of each month, and shall be called to order at 7:00 p.m.
(2) All regular meetings of the City Council shall be held in the Council room located in the City Hall of the City of Madelia, Minnesota.
(B) Rule or order. The rule or order of the City Council shall be as follows:
(1) Rule I:
(a) The Mayor, and in the absence of the Mayor, the Acting Mayor of the city shall call the members of the Council to order at the appointed hour for the meeting, whether in regular or special sessions.
(b) At that time the roll of members of the Council shall be called by the Acting Mayor, and if a quorum there answer to their names, the minutes of the preceding meeting shall be read, corrected and approved.
(2) Rule II: In case the Mayor and Acting Mayor are both absent, the City Administrator shall call the meeting to order.
(3) Rule III: Every member present shall vote on all questions put before the Council by the presiding officer unless excused by the Council for special reasons given.
(4) Rule IV: A motion to adjourn shall always be in order and shall be decided without debate.
(5) Rule IV: On all points not covered by these rules the Council shall be governed in its procedure by Robert's Rules of Order.

§ 33.02 OFFICE OF CONSTABLE ABOLISHED.
The Office of Constable in the City of Madelia, Minnesota is abolished in accordance with the terms and provisions of state law.

§ 33.03 ELECTIONS AND ELECTION DISTRICTS.
(A) Election districts. The City of Madelia shall have one election district.
(B) Record of boundaries. The City Administrator, on behalf of the City Council, shall make a description of the divisions designated by known boundaries, and keep the same on file for public inspection in his or her office, and to furnish a copy thereof to the judges for use at all city elections.
(C) Designated polling place. The place designated for holding elections in the City of Madelia shall be Lot 7, Block 3, Haycraft's Addition to the (now) City of Madelia, Watonwan County, Minnesota; otherwise stated as VFW Post No. 3842, 34 1st Street North West, Madelia, Minnesota.
(D) Hours of election. At all elections held hereafter within the City of Madelia, Minnesota, the polls shall be open between the hours of 7:00 a.m. and 8:00 p.m.; except at elections where other hours are specifically provided for by state law, and except at elections where the City Council of the City of Madelia specifically adopts other hours.
