§ 152.01 DEFINITION.
The words TRAILER COACH when used in this chapter shall mean any vehicle used or so constructed as to permit its being used as a conveyance upon the public streets or highways and subject to tax or registration as such under the provisions of Minn. Stat. Chapter 168 or 273, as they may be amended from time to time, and shall include self-propelled or non-self propelled vehicles as designed, constructed, reconstructed or added to by means of an enclosed addition or room in such manner as will permit the occupancy thereof as a dwelling or sleeping place for one or more persons, having no foundation other than wheels, jacks or skirtings.

§ 152.02 PARKING ON STREETS.
It shall be unlawful for any person to park overnight, or to permit the parking overnight, of any trailer coach owned or under the control of that person on any street, alley or other public place within the City of Madelia unless the place has been set aside for that purpose or unless authorized by special permit as hereinafter provided.

§ 152.03 PARKING ON PRIVATELY OWNED PROPERTY.
No trailer coach shall be parked on any privately owned tract of land within the City of Madelia, except as follows:
(A) Parking will be permitted in a trailer coach park licensed under the provisions of Minn. Stat. § 327.15, as it may be amended from time to time;
(B) Where the parking of a trailer coach is temporary and the temporary parking is authorized by a special permit as hereinafter provided; and
(C) Temporary parking of a trailer coach by any individual or company on premises associated with a work project and used exclusively to house labor or other personnel occupied in the work project will be permitted when authorized by special permit as hereinafter provided.

§ 152.04 APPLICABILITY OF CHAPTER.
This chapter shall apply only to trailer coaches as defined herein, and the removal of the wheels from a trailer coach, except for temporary repair, or other action to attach the trailer coach to the ground by means of a foundation other than jacks or skirting shall subject the placing of the trailer coach on any tract of land within the City of Madelia to the requirements of Ch. 151 above and all amendments thereto known as the Building Ordinance of the City of Madelia and Ch. 153 below and all amendments thereto known as the Zoning Ordinance of the City of Madelia.

§ 152.05 PERMITS.
Any person desiring a special permit required by this chapter shall make application in writing to the City Administrator. The application shall state the name and place of residence of the applicant, the reasons for requiring special permit under this chapter, a detailed statement of the purpose and length of time for which the permit is required, a description of the trailer coach for which a special permit is required, and other information as the City Administrator might deem necessary. The City Administrator shall present the petition to the City Council at its next regular meeting, and if the petition for the special permit is approved by the City Council, the City Council may impose restrictions on the special permit as the Council deems advisable in order to carry out the purposes and the intent of this chapter.
