§ 53.01 EMERGENCY RESTRICTIONS.
Whenever it is determined by the City Council that a shortage of water supply may be imminent, the Council may declare a water emergency and shall act in accordance with the procedures hereinafter described to reasonably limit the uses of city water and the times and hours during which water from the city water supply may be used.

§ 53.02 PROCEDURE.
The City Council may act by resolution to limit water usage from the city water supply. The resolution shall state in detail the restrictions imposed on water usage and the penalty for instances of noncompliance. The restrictions shall become effective upon passage of the resolution. The Council shall take such action as is reasonably practicable to inform the general public through the media and by posting a notice at City Hall setting forth the imposition of restrictions on water usage and the penalties which can be imposed for violation of the restrictions.
