§ 51.01 APPLICATION FOR PERMIT.
(A) All applications for a permit to connect with the public water system of the City of Madelia shall be in writing and signed by the owner of the property to be connected or his or her authorized agent. The application shall describe the property, give the name of the owner, and state whether or not the property has paid an assessment for the extension of the water system of the City of Madelia in the street fronting on the property. If the property has been assessed for a water extension to the property, the permit to connect, if the application in all other respects complies with this chapter, shall be granted without making a front foot charge as herein provided. If the property for which the connection is applied for has not paid an assessment for the extension of the water system to the property, the applicant shall pay to the City Administrator with the application in addition to the water connection fee hereinafter provided for, a sum of money as provided by resolution. If the application in all other respects complies with this chapter, a permit shall be granted for the connection applied for and shall grant to the owner of the property the right to make as many connections in front of his or her property as he or she sees fit on payment of the water connection fee as hereinafter provided for.
(B) No permit shall hereafter be granted to connect property located outside the city limits of the City of Madelia with the public water system of the City of Madelia.

§ 51.02 WATER CONNECTION FEE.
(A) The city shall make all connections with the mains, furnish and lay the pipes from the mains to the curb or the outer edge of the sidewalk and shall furnish and put in the curb stop at those points and shall be paid therefore in each instance by the applicant the sum current with inventory prices. The applicant, however, is to do all digging and filling, both in the street and on his or her premises and otherwise the doing of the work. The city at the expense of the owner shall maintain and keep in repair the connection with the mains pipes from the mains to the curb as aforesaid and curb stops. The connection fee shall be in addition to any front foot charge herein provided for.
(B) Every person desiring water connections must make an application in writing to the City Administrator and with the application deposit sufficient to cover the charge of the city as aforesaid in addition to any front foot charge as herein provided for. All expenses relating to the introduction of water into buildings or private premises and all expenses in keeping all service pipes, stop cocks, meters, fixtures and apparatus in repair, other than as provided in this section to be paid by the applicant. It is hereby made the duty of the water consumer to keep all service pipes, stop cocks, meters, fixtures and apparatus in good repair.
